Dennis J. Hoyle

Dennis Hoyle HeadshotMr. Hoyle is the Senior Research Analyst for the Maryland Independent College and University Association. He has enjoyed a distinguished 30 year professional career of significant executive-level progressive research, policy and administrative appointments in both the public and private sector.

Mr. Hoyle has held Senior Policy Advisor positions in the Offices of Governors Parris Glendening (Maryland) and Ed Rendell (Pennsylvania), and County Executive Janet Owens (Anne Arundel County, MD). As adjunct faculty to UMCP and appointed by the President Clinton’s Office of National Drug Control Policy, he was detailed to the Maryland Department of Public Safety and Correctional Services as Research and Management Analyst.

Further, Mr. Hoyle has served as Director of Policy and Legislative Affairs for the Maryland Governor’s Office of Crime Control and Prevention, and the Pennsylvania Commission on Crime and Delinquency. He has also served in Research Analyst and Associate positions with the University of MD Survey Research Center and Center for Substance Abuse Research, The Joint Center for Political and Economic Studies, The Washington Center and The Pew Center for the States. He has and continues to serve in leadership roles on a number of significant national and statewide research and policy advisory groups

Over the course of his career, Mr. Hoyle has cultivated proven skills in public policy, advocacy, communications, consensus-building, intergovernmental relations and emergency preparedness and management. As such, he has developed acumen for navigating the mechanisms of state and local government in the development and implementation of research-informed policy.

In his position with MICUA, Mr. Hoyle provides support and analysis of higher education statistics, fiscal issues, and legislation; drafts reports and documents; and works with State officials on research matters.
