COPS Hiring Recovery Program

  The Recovery Act appropriated $1 billion to the US Department of Justice for the COPS Hiring Program (CHRP).  CHRP is a competitive grant program that provides funding directly to law enforcement agencies to create and preserve jobs and increase crime prevention efforts and community policing.

Economic Development Assistance Grants

  The Act appropriated $150 million to the Economic Development Administration (EDA) for the American Recovery Program.  The funds are to be directed to economic adjustment assistance projects including the development of public facilities, public services, business development, technical assistance or training designed to alleviate long term economic distress.  The remaining funds are directed to either other programs in the EDA.  Colleges and Universities are eligible for these grants with preferences given to those in economically distressed areas.

Workforce Investment Act Grants

  The Act includes $1.7 billion for the Workforce Investment Act to provide career training and workforce development. The Maryland Department of Labor, Licensing, and Regulation introduced a bill in March to establish a quasi-government corporation to accept federal, state, and private funds for job training and professional development. If the bill passes, MICUA assumes this newly created corporation will manage the federal stimulus dollars targeted for workforce development.
