  The National Institutes of Health (NIH) will receive $8.2 billion for research, $1.3 billion for extramural facilities, $500 for the NIH campus in Bethesda, and $400 million for comparative effectiveness research. NIH will distribute some of the stimulus funds to existing meritorious research grant applicants and supplement current grant recipients. In addition, NIH has designated at least $200 million for a new “Challenge Grant” program to address specific scientific and health research challenges in biomedical, behavioral research, and public health.

National Institute of Justice / Department of Justice Research Grants

  The Recovery Act provides $4.3 million for multiple initiatives in the National Institute of Justice in the US Department of Justice.  Up to $2.3 million is available under the Edward Byrne Memorial Competitive Grant Program to evaluate criminal protection programs.  $1.3 million is directed for projects related to rural law enforcement.  $300,000 is available for projects that evaluate enforcement of criminal narcotics activities in southern boarder states.  The final $500,000 is directed to the evaluation of internet child safety materials.  Priority is given for experimental or quasiexperimental research designs.

The National Science Foundation (NSF) will receive $3 billion in stimulus funds to invest in America’s scientific enterprise, including $2 billion for research grants, $900 million for infrastructure, and $100 million for education.

 

NSF announced on its website that Recovery Act funding will only be used to supplement grant programs that have already been announced.  These programs will be reviewed prior to September 30, 2009.  NSF anticipates that no other solicitations will be posted in response to the Recovery Act except for new Academic Infrastructure and Science Masters programs specifically requested in the legislation.

National Institutes for Standards and Technology will receive more than $600 million, including:

  • $220 million for laboratory research, measurements and other services supporting economic growth and innovative through funding of such items as competitive grants, research fellowships, and advanced measurement equipment and supplies;
  • $360 million to address a backlog of maintenance and renovation projects, including $180 million for academic research facilities;
  • $20 million for standards related research that supports the security and interoperability of electronic medical records to reduce health care costs and improve the quality of care; and
